Abstract

Key words: RSBI, bilingual instruction The background of this study is developing in our education system. In 2006, Government has held a program called as “Rintisan Sekolah Berstandar Internasional (RSBI)”. The purpose of this program is to increase Indonesia education quality. The main characteristic of Pioneering International Standard School is the use of bilingual and Information Communication Technology (ICT) media in the classroom. In this case, the researcher conducts this study to know the implementation of the bilingual instruction program at the Pioneering International Standard School classroom of the Junior High School 1 Tulungagung. The formulation of research problems of this study are: (1) How is English used in Mathematic and Science teaching learning process of Pioneering International Standard School classroom at the Junior High School 1 Tulungagung?; (2) What are the constraints faced by teachers and students in using English in Mathematic and Science teaching learning process of Pioneering International Standard School classroom at the Junior High School 1 Tulungagung?; and (3) What are advantages gotten by teachers and students in using English as an instructional medium in Mathematic and Science teaching learning process of Pioneering International Standard School classroom at the Junior High School 1 Tulungagung? The purposes of the study are: (1) To find out how English is used in Mathematic and Science teaching learning process of Pioneering International Standard School classroom at the Junior High School 1 Tulungagung; (2) To find out teachers and students constraints in using English in Mathematic and Science teaching learning process of Pioneering International Standard School classroom at the Junior High School 1 Tulungagung; and (3) To find out teachers and students advantages in using English as an instructional medium in Mathematic and Science teaching learning process of Pioneering International Standard School classroom at the Junior High School 1 Tulungagung. This study used descriptive qualitative research design. The researcher used some techniques in collecting data such as observation, interview, and documentation. Observation is used to collect the data related to how the teachers and students use English in the classroom. Interview is intended to dig out information about teacher’s methods in applying English in the classroom, their constraint and how to solve it. It also used to know the students constraints and advantages during instruction process using English. Documentation is used to know the organizational structure, the list of the name of the teachers and students of the Junior High School 1 Tulungagung. The results of the study are: (1) Pioneering International Standard School the Junior High School 1 Tulungagung is fulfilled the eight main criteria of Standard National Education; (2) the use of English in the instruction process at Pioneering International Standard School classroom is more dominant than the use of Indonesia; (3) the constraint of the bilingual instruction program for teachers and students is the using of Mathematic and Science technical terms in English; (4) the advantages of bilingual instruction program for teachers is increasing Mathematic and Science teachers competencies; and (5) the advantages of bilingual instruction program for the students is improving students English fluency for the communication. The researcher suggestion are: (1) for the principle, it is expected can give more facilities for the implementation of bilingual instruction program such as more workshop, courses and holds the house in training for Mathematic and Science teachers; (2) for the Mathematic and Science teachers, it is expected for teachers to improve their English competency trough the courses or such training; (3) for the Government, it is expected for the Government to support the realization of school efforts such as establishment and training in the Pioneering International Standard School Junior High School 1 Tulungagung.
