Abstract

ABSTRACT Thesis entitled "The Role of the National Program for Independent Community Empowerment Against the Improvement of Micro, Small and Medium Enterprises in Plosokandang Village in 2018 According to the Islamic Economic Perspective" was written by Ella Purboningtias, NIM. 17402153282, supervisor Nur Aziz Muslim, M.HI. The ability of Human Resources and managerial capabilities are low which results in entrepreneurs being unable to run their business to the fullest. Problems that are often faced include the weakness of gaining market opportunities and market share, the lack of capital and resources to obtain capital, and the lack of guidance for micro, small and medium enterprises. Such a problem which has been highlighted by the government as a reason for the increase in unemployment and poverty in the country of Indonesia. The National Independent Community Empowerment Program is a national program in the form of a policy framework as the basis and reference for implementing community empowerment-based poverty reduction programs. A revolving loan provides access to financial services to poor households with market-based micro-loans with income-generating activities that typically do not have access to other loan sources, to improve their economic conditions and activities that support the growth of the economy and micro-businesses while also teaching loans and use it correctly. This type of research is qualitative descriptive which means that research in the form of words, sentences, schemes, and images that produce data about a phenomenon or social reality from other people / observable behavior. Based on the results of the translation of the research conducted, it can be concluded that (1) From several programs in the PNPM Mandiri Rural Village of Plosokandang Village, Kedungwaru Sub-District, Tulungagung Regency which have a direct role in increasing MSMEs are Savings and Loans for Women (SPP). Because with the existence of this loan, the community, especially the UMKM actors, can develop the business that has been carried out with additional capital. (2) Constraints in increasing MSMEs in Plosokandang Village are among others due to the lack of optimal information dissemination conducted by PNPM Mandiri Rural, the time for disbursing loans is still felt by the community, lack of community participation in deliberations that have been scheduled by PNPM Mandiri Rural and because there is still a lack of public awareness in utilizing loan funds from PNPM Mandiri desa. (3) The Islamic economic review of the PNPM Mandiri Rural program in an effort to increase MSMEs in Plosokandang Village especially women's savings and loans is quite good, because in lending there is an element of help between lenders to those who borrow funds (the community). And the people who borrow do not feel burdened with remuneration provided in the form of interest.
