Abstract

ABSTRAK Banyak masalah mutu yang dihadapi dalam dunia pendidikan, seperti mutu lulusan, mutu pengajaran, bimbingan dan latihan dari dosen, serta mutu sumberdaya manusia. Mutu-mutu tersebut terkait dengan mutu manajerial para pimpinan pendidikan, keterbatasan dana, sarana dan prasarana, fasilitas pendidikan, media sumber belajar, alat dan bahan latihan, iklim akademik, lingkungan perguruan tinggi, serta dukungan dari pihak-pihak yang terkait dengan pendidikan. Semua kelemahan mutu dari komponenkomponen pendidikan tersebut berujung pada rendahnya mutu akademik. Oleh karena itu pimpinan harus mempunyai manajemen untuk kemajuan lembaganya dengan cara mengembangkan mutu sumberdaya manusia dengan harapan setiap dosen memiliki kompetensi akademik yang baik. Penelitian ini bertujuan dalam manajemen peningkatkan mutu sumber daya manusia dalam mengembangkan program sumberdaya manusia yang diterapkan di perguruan tinggi IAIN Tulungagung dan IAIN Kediri, dengan sub fokus yang mencakup: (1) perencanaan peningkatan mutu sumber daya manusia di perguruan tinggi, (2) pelaksanaan peningkatan mutu sumber daya manusia di perguruan tinggi, (3) kontrol dalam peningkatan mutu sumber daya manusia di perguruan tinggi, (4) tindak lanjut dalam peningkatan mutu sumber daya manusia. Jenis penelitian ini adalah kualitatif dengan pendekatan fenomenologic naturalistic. Pengumpulan data melalui: wawancara, observasi dan dokumentasi. Tehnik analisis datanya dengan tiga jalur yaitu, penyajian data, reduksi data dan penarikan kesimpulan. Simpulan penelitian ini adalah: 1) perencanaan peningkatan mutu sumber daya manusia di perguruan tinggi meliputi: a. rekruitmen tenaga baru, b. pembinaan sumber daya manusia melalui tridahrma perguruan tinggi bagi dosen, c. Tugas pokok dan fungsi bagi tenaga kependidikan, d. Evaluasi program sumber daya manusia, e. Skil keterampilan dan keahlia, 2) pelaksanaan peningkatan mutu sumber daya manusia di perguruan tinggi meliputi: a. Pengembangan program tridahrma bagi dosen, b. Menjalankan tugas pokok bagi tenaga kependidikan, c. Pelatihan sumber daya manusia, d. Pelatihan kepegawaian dan administrasi bagi tenaga kependidikan, d. Diklat sumber daya manusia, e. Workshop sumber daya manusia, f. Diskusi antar dosen, g. Pengembangan program sumber daya manusia lainnya. 3) kontrol dalam peningkatan mutu sumber daya manusia di perguruan tinggi meliputi: a. evaluasi penilaian tridahrma bagi dosen, b. Evaluasi tugas pokok dan fungsi bagi tenaga kependidikan, c. Evaluasi LP2M bagi penelitian, d. Pengawasan PPM, e. Pengawasan SPI bagi kampus, f. Pengawasan LPM bagi kinerja sumber daya manusia, g. Pengawasan kepala biro unutk tenaga kependidikan dan pengembangan kegiatan lainya. 4) tindak perbaikan dalam peningkatan mutu sumber daya manusia di perguruan tinggi meliputi: a. Pengembangan perbaikan mutu SDM, b. Perbaikan tugas pokok dan fungsi bagi tenaga kependidikan, c. Tindak perbaikan kemahasiswaan, d. Tindak perbaikan program-program sumber daya manusia. ABSTRACT Many quality problems faced in the world of education, such as the quality of graduates, the quality of teaching, guidance and training of lecturers, and the quality of human resources. These qualities are related to the managerial quality of education leaders, limited funds, facilities and infrastructure, educational facilities, learning resources media, training tools and materials, academic climate, college environment, and support from education-related parties. All the weaknesses of the quality of these components of education lead to low academic quality. Therefore, the leadership must have management for the progress of the institution by developing the quality of human resources in the hope that every lecturer has good academic competence. This study aims at improving the quality management of human resources in developing human resource programs implemented at IAIN Tulungagung and IAIN Kediri universities, with sub-focus that includes: (1) planning of improving the quality of human resources in universities, (2) quality of human resources in universities, (3) control in improving the quality of human resources in universities, (4) follow-up in improving the quality of human resources. This type of research is qualitative with naturalistic phenomenologic approach. Data collection through: interview, observation and documentation. Technique of data analysis with three paths that is, data presentation, data reduction and drawing conclusion. The conclusions of this research are: 1) planning to improve the quality of human resources in universities include: a. recruitment of new personnel, b. human resource development through college tridahrma for lecturers, c. Main tasks and functions for education personnel, d. Evaluation of human resources programs, e. Skill skills and keahlia, 2) implementation of human resource quality improvement in universities include: a. Development of tridahrma program for lecturers, b. To carry out the main tasks for education personnel, c. Training of human resources, d. Staffing and administration training for education personnel, d. Training of human resources, e. Workshop on human resources, f. Discussion among lecturers, g. Development of other human resources programs. 3) control in improving the quality of human resources in universities include: a. evaluation of tridahrma assessment for lecturers, b. Evaluation of basic tasks and functions for education personnel, c. LP2M evaluation for research, d. Supervision of PPM, e. Supervision of SPI for campus, f. LPM supervision for human resource performance, g. Supervision of bureau chief for education personnel and other activities. 4) improvement actions in improving the quality of human resources in universities include: a. Development of quality improvement of human resources, b. Improvement of basic tasks and functions for education personnel, c. Student improvement action d. Improvement of human resources programs.
