Abstract

Keywords: English Teachers, Difficulties, Higher OrderThinking Skills (HOTS) Higher Order Thinking Skills (HOTS) have been implemented in Indonesia as part the 2013 curriculum. The implementation of HOTS is requires teachers to make test based on international standarts. Those are including the the revised Blomm’s taxonomy measure the ability to analyze, evaluation, and create. In fact, in many research teachers still find challenges in implementing and preparing the learning materials which are covered by HOTS. Therefore, this requires the research question as “What are the teachers’ difficulties in developing HOTS test?” Qualitative descriptive was used in this study to investigate the english teachers’ difficulties in developing HOTS test. This study used semi-structured interview two times with two subjects for the primary data collection method. While documents analysis was include to comfirm the teachers difficulties in designing HOTS test. The data gained from the subjects were then analyzed based Miles and Huberman, through data reduction, data display, and conclusion drawing/verification. In data reduction, researcher transcript the complete data from interview to written form , choose the data and codified them. In data display, researcher show the document and analyze based on the dimension of Revised Bloom’s Taxonomy thinking process. In clonclusion, researcher draw the conclusion based on those data analyze. Finally, to ensure the finding or to achieve trustworthiness employs method triangulation by combining the various data collection methods. The finding of this study showed there are two factors caused english teacher get difficulties in designing HOTS test. There are external factors and internal factors. Internal factors generated by the teacher (him or her) self, namely the teacher is still confused to finding the material, determining the cognitive level of test, determining the right stimulus for the questions and manage time. While for external factors, this study found that there was a lack of attention from the education authorities so that there was rarely any socialization or workshop, especially how to arrange the correct Higher Order Thinking Skills (HOTS) questions. Different levels of student competence also affect, because of the large number of classes, so that teachers feel they have to conform their questions with their students' ability.
