English Language Teaching Program. Faculty of Tarbiyah and Teacher Training. State Islamic Institute (IAIN) of Tulungagung. Advisor: Dr. Muh. Basuni, M.Pd. Keyword: English learning, English learning problem, factors of learning problem This study tried to find the problem factors in learning English at Mamba’us Shoihin Islamic Boarding School 2 of Blitar. English learning problem is condition that can obstruct learning process. This research investigated the English learning problems by students’ perspective and teacher’ perspective. Based on these two perspectives, there are internal and external factors that affect the problems of learning English. After finding these two factors and knowing the factors that dominate the learning problems of this study, it is hoped that it will make it easier for the subject of the study to take the first steps in solving learning problems in English learning. This research used quantitative method and qualitative method as the research design. The major form of quantitative was survey research. Then, the type of qualitative was basic interpretative studies. There were two instruments in the form interview guidline and questionnaire. The population in this research were the female students of Senior High School, with the sample were 60 students on second grade. In addition, there are two informants, namely the head of language department and 1 English course teacher of second grade Senior High School. From the research, the result of this study showed that there were internal factors which affects English learning problems including of motivation, interest, self-confidence, attitude, and intelligence. And external factors consist of accessibility, media and books providing, conducive environment, comfortable place, and in delivery material. And for the factors that dominate learning problems based on survey results and in-depth interviews are external factors which include books providing and teacher qualifications.
