In the current curriculum implemented by the government, there is no special English learning for kindergarten. Even so, the teachers at Baitul Ilmi Islamic Kindergarten realize the importance of English for children. However, Baitul Ilmi Islamic Kindergarten has lack in media used in teaching English-especially vocabulary. The lack of learning media to teach children’s English vocabulary is the problem faced in this research. Teachers in Baitul Ilmi Islamic Kindergarten need and requires a suitable media in the form of flash cards containing English Vocabulary and can be played as a game. The aims of this research are to develop and to explain the specifications of flash card based on sudoku game to teach English vocabulary for students in Baitul Ilmi Islamic Kindergarten. This research is development research which used Reeves (2006) research model. Reeves step has 4 stages in research and development, including (1) analysis of real problems by and practitioners, (2) development of solutions through theoretical frameworks, (3) evaluation and testing of practical solutions, and finally (4) is the documentation and reflection of researchers to create "design principles". The results of the research showed that (1) Baitul Ilmi Islamic Kindergarten students need English Vocabulary learning media that can be used while playing. So, the researcher developed Sudoku Flash Cards that has been adapted to the needs analysis and situation analysis. (2) The specification of Sudoku Flash Cards is in the form of 2 themes (Body Parts and Stationery) and 4 sets of each theme. Sudoku Flash Cards consist of 3 compartments per set, including a sudoku board, 16 pairs of sudoku flash cards, and 1 pouch for storing sudoku flash cards. Each set of Sudoku Flash Cards contains 16 flash cards, and each set is different. (3) The result of the assessment on the teacher's response questionnaire to Sudoku Flash Cards that have been used to teach vocabulary to children get two percentage scores. In terms of material/topic, Sudoku Flash Cards get percentage score of 85%, which mean the material/topic presented is appropriate for children at kindergarten or golden age. Meanwhile, in terms of media, it got a score percentage of 100%, which mean the media used in Sudoku Flash Cards is appropriate and proper in presentation and appearance. From the result, it can be concluded that Sudoku Flash Cards are suitable and feasible for teaching English vocabulary to children at kindergarten.
