Keywords: English for Tourism, Vocational School, English for Specific Purposes (ESP), Instructional System Design, Instructional Material. The tourism sector represents a significant part of a country’s economy. SMKN 1 Boyolangu Tulungagung is one of the vocational schools that has a Tourism Business and Service vocational program. Teaching English in Vocational Education should be taken into account as English for Specific Purposes (ESP) Program. The English Instructions applied in ESP teaching should be different from General English Instruction, which is very general in nature. Yet, the existing module and syllabus used by the teacher to teach English has not meet the students’ vocational area. Therefore, a problem of the research is proposed on how the relevant English Material is developed based on specific need of the students Tourism Business and Services program in SMKN 1 Boyolangu Tulungagung This study is intended to formulate the appropriated teaching material that is suitable with the student’s need and demand to enhance their skill. This research design conducted based on educational Research and Development (R&D) referred to Dick and Carey instructional model. In this research, the researcher used Quantitative and Qualitative data analysis. The data of interview, observation, the expert feedback and suggestion were described qualitatively. Meanwhile, the result of questionnaire from need analysis, formative evaluation and the grade of expert validation result in summative evaluation were analyzed quantitatively. The result of the entire process is a product in the form of a textbook, which is specifically intended for the students’ of Tourism Business and Services program. The textbook consisted of six Unit where the major topic in every units was the result of modifying the major topic in the syllabus that was customized with the result of need analysis. Each unit's title is Get to Know, Nice Work, Our Trip, Adventure, Attention, and Travel Report. The instructional strategies in every unit include pre-instructional activities, content presentation, learner participation, assessment, and follow-through activities. During formative evaluation, students provided notes to be given more practice related to tourism, or make a video (reportage) which contains tourism in the area, add more practice about topic knowledge of tourism program, and display packaging to be made more contemporary. The teacher gave suggestions for improvements to the illustrations on the front of the unit, added check-in materials at the hotel, and the inclusion of scouting sections in the illustrations. The result of summative evaluation the result showed that score given by the two external expert judge gain 4.19 in average score. The decision made based on the conversion table proposed by Suharto (2006) was excellent. It means that the book is relevant to be implemented.
