Keywords: barrier to e-Learning, e-learning during COVID-19, e-Learning in english education, e-learning in Indonesia Almost all schools in Indonesia face an extraordinary learning environment. Elementary schools in Tulungagung have also implemented emergency distance learning in response to school closures due to the Covid-19 pandemic. This is a new phenomenon that poses great challenges to the education system, especially barriers at the teacher, student, curriculum and school level. Purpose of this study are : (1) How are the elementary teachers’ perception on the barrier of e-learning application during the COVID-19 pandemic? (2). Which barrier level cause the most problem for the teachers? (3). How do teachers in minimize the type of barrier of e-learning during the COVID-19 pandemic? We used a cross-sectional survey design to examine teachers' perceptions of the adoption of e-learning for online learning among selected elementary school teachers due to Covid-19. We examined four categories of barriers: teacher-related, institution-related, curriculum-related, and student-related. Then, We also evaluated which barrier levels cause the most problem. The views of teachers were further investigated by distributing questionnaires to 40 English teachers at Tulungagung Elementary School in Tulungagung, and through structured interviews related to how actually teachers minimize each barriers encountered at each level. The findings suggest that at the level of teacher barriers, knowledge and skills issues are most important. At the school level, the main problem is the general lack of e-learning systems in schools. In addition, at the course level, the most important point is the assessment of students while using the e-learning system. At the student level, the focus is that students often face internet connectivity issues. It is well known that the most significant levels of disability correlation are at the school level and at the curriculum level. In addition, interviews were conducted with teachers to get an overview and learn how to minimize each type of barrier. Teachers provide input on barriers and solutions to minimize barriers at every level that arise at the teacher, school institution, and student level. This study stimulates further discussion of related institutions on how to overcome barriers to e-learning while maximizing the benefits of e-learning during this pandemic and beyond by highlighting the importance of the teacher's voice at the level of teacher, school, curriculum and student barriers at a wider level
