Abstract
This paper contradicts from the issue of quality assurance, which has been implemented by Islamic Universities, the manager either the one who lead and lead of understood of quality assurance in Universities and its application. In the perspektif the human reseurce management, leader capability is one of factors in the success of quality assurance implementation to create qualified human reseorces. Leader capability is very important factor and determinant of organizational success in the future.Considering the importance of leadership capabilities, the leader can make an optimal strategic action. A leader University without a quality assurance is like a body without a soul, is has no meaning at all
