Abstract
The thesis research is motivated by the large number of female civil servants in Blitar, this phenomenon does not rule out the possibility of unexpected events in their families. Among these events was the death of her husband, resulting in ihdad obligations for woman civil servants. For this reason, a research on the implementation of ihdad is needed for woman who work as civil servants in the perspective of ulama’s in Blitar Regency. Where ulama’ is a figure who is concidered to be familiar with islamic laws in today’s society. The formulation in this study are: 1) how is the practice of implementing ihdad for woman who died by their husbands in accordance with the provisions of the islamic religion. 2)how to run ihdad for woman wo work as civil servants who died by her husband in perspective ulama’ Blitar Regency. As for the objectives of this study are: 1) to Identify the implementation of running ihdad for woman who work as civil servants in the perspective of schoolars’ in Blitar District. The research uses qualitative research and is a field research with descriptive-analytic nature. The approach use in this research is a jurdical approach with interview and documentation methods. The interview method was used to obtain data on ihdad for a female civil servant who was killed by her husband. So that it can be checked the validity of data on the findings in the field. The data obtained is than further analyzed on order to obtain maximum results. The results showed:1) ulama’ Blitar District explained that ihdad for woman who were killed by their husbands was stipulation in Islamic Sharia as long as a woman lived the iddah (for four months and ten days). And the woman who are ihdad are forbiden to decorate, use fragrances and leave the house without any compulsion (emergency). 2) ulama’ Blitar Regency agreed that ihdad woman who work as civil servants are allowed to work in the office to fulfill their responsibility as civil servants. They are allowed to wear work uniforms in accordance with the provisions of the agencies occupied. However, they are not allowed to decorate or use fragrances because it is feared it could lead to slander that leads to them.
