Abstract

Human Resource Management (HRM) in Improving School Quality and Competitiveness (Multi-Site Study of Integrated Islamic Primary School (SDIT) Cahaya Hati and Excellent Islamic Plus Primary School (SD Islam Excellent Plus) Bukittinggi City). Postgraduate Dissertation of Doctoral Program in Management of Islamic Education IAIN Tulungagung. Promoter Prof. Dr. H. Achmad Patoni, M. Ag, Co-Promoter: Dr.Sulistyorini, M. Ag. Keywords: Human Resource Management (HRM), School Quality and Competitiveness. Human resources are the biggest strength in the management of Islamic educational institutions. Quality human resources are needed right now, because competent and knowledgeable human resources will be able to adapt to changing environments. Teachers and employees are the key to the success of educational institutions. Good or bad performance of teachers and employees will affect the quality and competitiveness of schools. Based on this phenomenon, this study reveals about: 1) the recruitment system of teaching staffs and education staffs, 2) the performance of teaching staffs and education staffs, 3) the development of teaching staffs and education staffs, and, 4) evaluating the performance of teaching staffs and education staffs in improve the quality and competitiveness of SDIT Cahaya Hati and SD Islam Excellent Plus of Bukittinngi State. This study uses a qualitative approach to the type of site study with a multi-site design. The research locations chosen were SDIT Cahaya Hati and SD Islam Excellent Plus in Bukittinggi City. Data collection techniques using participant observation, in-depth interviews and documentation. The collected data are analyzed through a single site or cross-site using data reduction, data presentation, and conclusion drawing techniques. All data were tested for validity through the credibility test, transferability test, dependability test and confirmability test. The results showed that: 1) The system of teacher and employee recruitment were carried out after the position analysis mapping before the new school year took place. The recruitment implementation process was carried out entirely by the foundation through external and internal sources, with stages of administrative selection, written tests, psychological tests, micro teaching or real teaching and interviews. 2) The performance of teachers in schools was related to the competencies of teachers, namely pedagogical competencies, personal competencies, social competencies and professional competencies and completeness of school administration. While employee performance concerned the administration and work skills possessed. 3) Teacher and employee development were carried out through on the job training and off the job training such as workshops, training, seminars, education, job rotation, Islamic Personal Development (BPI) or religious activities, the working group of Teachers (KKG), the peer tutors, literacy and comparative studies. 4) Evaluation of work programs was carried out periodically every week, month and semester coordinated directly by the school leadership. This evaluation activity was carried out through classroom monitoring and supervision by the school leader on the specified schedule.
