Abstract

Dissertation entitled “Personnel Management of High Education in Developing Education’s Quality (Multi-case Study at University of Islam Malang and University of Brawijaya) is written by Dian Mohammad Hakim, Student Identity Number (NIM) 1761154008. Study Program Management of Islamic Education, Post-graduate of State Institute of Islamic Studies, Tulungagung, Promotor: Prof. Dr. H. Imam Fu’adi, M.Ag dan Co-Promotor: Dr. H. Asrof Syafi’i, M. Ag. Keyword: personnel management, high education, education’s quality. High education was an institution to develop human’s capital. In doing its function, high education had its higher education national standard. One of its standard was educator’s standard or lecturer’s standard in higher education. Lecturer was the main part in developing student’s capital. Lecturer was one of personnel who should be managed well through personnel management. Planning, developing and evaluation must be done in a measured and structured manner. Therefore, personnel management in developing student’s quality must be studied in depth research. The research’s question in the study consist of: 1) how was lecturer personnel planning in increasing educational quality at Unisma and UB?; 2) how was lecturer personnel developing in increasing educational quality at Unisma and UB?; 3) how was lecturer personnel evaluation in increasing educational quality at Unisma and UB?. The research used qualitative approach with multi cases study. The similarities of different two object was studied by proposed theory. The data was taken through three methods; depth interview, participant observation, and documentation. Analyzed data used Miles and Hubberman’s model by; collecting data, reducing data, displaying data and conclusion. To gain data credibility, researcher did triangulations, member checking, research extension, peer discussion, continuous observation, and reference material checking. The result of data analysis showed the finding as follow; lecturer personnel planning in increasing educational quality at Unisma and UB based on the university’s vision, analysis, and identification of need, competences, personnel ratio, and dedication. Lecturer personnel developing based on development of functional position, carrier development and development of profession. Lecturer personnel evaluation was done centrally and based on the assessment of credit number and lecturer performance load (BKD).
