Abstract
The thesis entitled “Human Resource Development Strategy in Improving Employee Performance at the Office of the Regional Financial and Asset Management Agency (BPKAD) Kediri Regency” was written by Arih Firda Sari, NIM. 12402193110, majoring in Sharia Economics, Faculty of Islamic Economics and Business, UIN Sayyid Ali Rahmatullah Tulungagung, Supervisor Dr. Nur Aziz Muslim, M.H.I. This research is motivated by the existence of the Kediri Regency BPKAD Office as an institution engaged in the area of finance and regional asset calculations. Therefore, it is necessary to have human resources who have the knowledge, skills and abilities in accordance with their fields to produce quality and professional employees. BPKAD Kediri Regency has several employee competencybased development strategies in dealing with technological developments. The focus of research in this thesis is (1) What is the strategy for developing knowledge management in improving the performance of employees at the Office of the Regional Financial and Asset Management Agency (BPKAD) in Kediri Regency? (2) How is the skill development strategy in improving the performance of employees at the Regional Financial and Asset Management Agency (BPKAD) Office of Kediri Regency? (3) What are the constraints and solutions in developing human resources in improving employee performance at the Office of the Regional Financial and Asset Management Agency (BPKAD) of Kediri Regency? This research method uses a qualitative approach with a descriptive research type, located at the Kediri District BPKAD office, data collection techniques by observation, interviews, and documentation. Sources of data consist of interviews with BPKAD employees in Kediri Regency, files and documentation from related books, journals and previous research. The results of this study are (1) the knowledge management development strategy is an important element that acts as a means to improve employee performance by optimizing capabilities. (2) the skill development strategy is carried out by adjusting government regulations both internally and externally and in terms of quality and quantity. (3) the obstacle in developing human resources lies in the operational funds and the suitability of the government's materials with it to overcome, namely by coordinating with the Kediri Regency BKD and strong planning.
